A woman in Great Kills called me last winter because her front stoop was crumbling, and she’d already gotten two wildly different answers from two different guys — one wanted to patch it for a few hundred bucks, the other wanted to tear it out and pour new for several thousand. She asked me straight, “Do I repair this or replace it?” That’s exactly the right question, and the answer comes down to a few things you can check yourself before anyone even shows up to quote you.

Surface damage or a failed structure — that’s the whole call

Here’s the one-sentence version: if the damage is on the surface, you repair it. If the structure or the base underneath has failed, you replace it. Everything else below is just how I figure out which one you’ve got.

Surface problems look like spalling — the top layer of concrete flaking and popping off — plus chipped tread edges, hairline cracks, and worn steps. On Staten Island these come almost entirely from salt. Every winter people throw rock salt and de-icer down, the chloride works into the concrete, and freeze-thaw pops the surface off layer by layer. That’s cosmetic and surface-level, and it’s usually repairable.

Structural failure is a different animal. The whole stoop has settled and pulled away from the house. Wide cracks run clean through the body of the steps. The stoop is tilting toward or away from the door. It sounds hollow when you tap it. Any of that means the base underneath has washed out or the footing has failed, and you can resurface the face of that stoop all day long — it’s still going to keep moving. That one gets replaced.

What I actually do on a repair

For surface damage I clean out the loose material first. For spalling, I grind back to sound concrete and apply a polymer-modified resurfacing mortar, feathered and troweled to match the existing tread. Cracks get chased out, cleaned, and filled with a flexible concrete repair caulk or a patching compound, depending on the width.

Straight talk on cost: the materials for a resurfacing job aren’t the expensive part — it’s the grinding, the prep, and the troweling to make it match that you’re paying for. Here’s roughly where the numbers land on a typical Staten Island stoop:

One honest warning I give every customer before they pick option two: resurfacing has a lifespan, it’s not permanent. It’ll look great and hold fine for a while — but on a coastal, freeze-thaw island like ours, nothing on the surface lasts forever.

Why I tell some people to just replace it

When the structure’s gone, replacement is cheaper over the long run than chasing repair after repair. Tearing out and pouring new — with proper footings below frost depth, a compacted base, rebar, and drainage pitched away from the house — runs roughly $2,500 to $6,000 for a standard two-to-four step front stoop. It climbs from there if it’s a bigger landing or has masonry cheek walls and a railing. Brick or stone facing on top adds cost, but it also adds decades.

When I pour new, I pitch the treads slightly forward so water sheds instead of sitting and freezing, and I set the footing deep enough that our winters can’t heave it back out of the ground. And if there are masonry cheek walls in the mix, that’s the moment to have the mortar joints looked at too — repointing or tuckpointing is a different trade than pouring concrete, but it’s cheap to bundle into the same job and expensive to do as a separate call later. Same goes if the stoop is tied into a bigger front-of-house issue — brick veneer, a chimney that needs repointing, any heritage masonry on an older place near St. George. Get a Staten Island mason to look at the whole front at once so you’re not paying two mobilization fees for one job.

The permit people forget about until DOB shows up

Here’s something people miss: on Staten Island, a stoop replacement can trigger NYC Department of Buildings requirements, especially if it sits in the public right-of-way or you’re changing its footprint, height, or the railing. Railings have their own code too — generally a graspable handrail and guards at a required height. It’s worth checking the rules through the NYC Department of Buildings before work starts, so an inspector doesn’t make you tear out and redo something you just paid for.

The thing that ages a stoop faster than anything else

Whether you repair or replace this year, protect it next winter. Rock salt is the single biggest reason I get repeat calls on stoops I’ve already fixed. Why does my stoop keep flaking every winter? Almost always rock salt. Chloride de-icers work into the concrete and, combined with freeze-thaw cycles, pop the surface layer off. Switch to calcium magnesium acetate or plain sand for traction, seal the concrete, and the spalling slows way down. That particular failure barely exists further south — a Jacksonville concrete contractor is dealing with salt air and sulfate instead of de-icers.

What materials hold up best on older Staten Island homes? On the Victorians near St. George and Stapleton, and the 1920s-to-1960s housing stock everywhere else on the island, I still lean on polymer-modified mortars for concrete resurfacing and lime-compatible mortar for any brick or stone repointing — the old masonry needs mortar that flexes with it, not a modern rigid mix that just cracks it worse.
